Here is the version that Jeff checked and fixed. Since we have a lot of discussions about it and generally agree that we need this file, I am going to commit this version in 24h. If anyone objects, let me know.

I want to commit the file and close this issue. I really do not have to work more on this. I want to move on with other tasks. Any further changes to this file can be made as a patches to the committed version. I think it is feasible.
