[TYPO3-core] RFC #10454: t3lib_div::makeInstanceClassName() allows to bypass checks for t3lib_Singleton

Hi,

+1 based on testing. I didn't got a fatal error, so how to reproduce: 
calling makeInstance with arguments when a class has no constructor? 
Then the error would be fine.

Very good work, as this allows to instance classes in a better way, 
allow Arguments for Constructor which is very welcome for me.
