[TYPO3-core] [Bug]: [fixes errors when installing dbal in 4.2.x]

We are now at TYPO3-4.2.6.  But still the fix bug_8231.diff was not 
applied.  Moreover , the bug is not
related to DBAL, but occured also in a different website when updating 
from 4.1 to 4.2.

Please apply this bug fix.
