[TYPO3-core] RFC: #9728: Improve performance of Prototype, Scriptaculous, ExtJS and other contributed scripts

If there's ever gonna be a security or even a normal bugfix in
typo3/contrib/*.js we will be enforced to rename the file at least
temporarily, to work around the one week caching...

I'm fine with this, but just remember it.
