[TYPO3-core] RFC: #9728: Improve performance of Prototype, Scriptaculous, ExtJS and other contributed scripts

This is SVN patch request.

Problem: performance of modules from contrib/ can be significally improved by enabling client caching for these scripts. 

Solution: the attached patch adds _.htaccess that enables such caching. We have similar files in other places of the core.
