[TYPO3-core] RFC: #10045 BUG missleading Errormessage with emtpy COA

I'm sorry but I'm extremely unsure about this change. It needs to be
tested again and very thoroughly.

Therefore I have reverted both changes in TYPO3_4-2. This must be
analyzed very thoroughly after the release.
