[TYPO3-core] FYI: Cleanup of NEWS.txt in TYPO3_4-0

I applied the following change to TYPO3_4-0:

| Fix NEWS.txt:
| revert back to the version that was shipped with TYPO3 4.0.
| Reason: File should only contain changes of the main version but no
| fixes of specific patch releases. Therefore, the file NEWS.txt in this
| branch should never change again.
