[TYPO3-core] RFC: #10322: Send Notification if BE is locked

Read the patch and it looks good so far. 2 thoughts:

1. The second hunk is just introduces whitespace, so it may not be needed.

2. Make sure that changing TYPO3_PROCEED_IF_NO_USER to 2 doesn't break 
anything. Don't remember what it looks like in the big picture, but 
that's a place I could see things go wrong. If the Ajax login stuff 
still works, I guess we're good :)

After considering those two, you have my +1 after reading.
