[TYPO3-core] FYI: Added feature #10339: htmlArea RTE: Move editing mode change to plugin

FYI: The attached SVN patch was committed.

Problem:
Editing mode handling is moved out of the main RTE script to an external 
plugin so as to make it easier to eventually add new modes such as 
better syntax-highlighting html mode.

Solution:
Mode change and RTE contents get/set operations are moved to RTE 
extension/plugin.
