[TYPO3-core] RFC: #10322: Send Notification if BE is locked

Hi,

maybe some additional notes.

The lock is done by a cli script. If you do something in BE, and 
cli-script is running setting the Lock, you can't save your work. It 
will be frustrating if you try to save while BE is locked.

So this Msgbox warns you about. I know this is not the best solution, 
maybe it would be better to set it "on hold" so you can't click "ok", a 
new timer runs and wait until lock is removed. To make this patch it 
needs some more time.
