[TYPO3-core] FYI #13100: Bug: Undefined enableBELog configuration option causes warnings

Problem:
It can happen that configuration option "enableBELog" is not defined. If 
that is the case method tx_scheduler::log() will throw a PHP warning.

Solution:
Add test to catch this.
