[TYPO3-core] RFC: #13015: Available languages are ordered by name in english and not in selected language

Problem:
If an admin uses a different language than English, the order of the
available languages in the EM is wrong. It gets ordered by the key
(which is still "German" and not "Deutsch"). See the screenshot - order
is totally wrong

Solution:
Use the translation as key. The function ksort is used afterwards, so no
further changes needed
