As Steffen let me take care of this RFC completely, I'll commit v3 later 
tonight if noone disagrees.

v3 explicitly lists authorized values (0,1,2) instead of testing if 
permanent link is not deactivated (-1).

Branches: trunk, 4-3, 4-2*
