[TYPO3-core] RFC #11773: Integrate an option to deactivate shortcuts completely

Hi guys,

here are the docs for this option:

Add in doc_core_tsconfig, in the section "User TSconfig" in the part 
"->OPTIONS" before "shortcutFrame":

Property: enableShortcuts
Data type: boolean
Description: Enables the usage of shortcuts in the backend.
Default: 1
