[TYPO3-core] RFC: #10201: Duplicate cHash Values

Actually this has been ready to commit for a long while, there was just 
the question of readiness of RealURL to match longer cHashes. Now 
Michael and Olly have raised a number of questions and I'm not sure they 
have all been answered (although some of Michael's remarks are more 
conceptual and wouldn't be solved in the same RFC anyway).

Can you please double check that all worries have been addressed?
