[TYPO3-core] RFC #7984: Bug: stdWrap.crop now closes opened tags and counts chars correctly

Hi,

some additional remark:

When i configure a crop with 80 chars, i mean 80 "visible" chars. The 
patch count all chars, also inside the tags, which is the wrong approach 
imho.
