[TYPO3-core] RFC #11798: Remove "Login-error or session timed out" screen

Hi!

Problem:
We all hate the "Login-error or session timed-out" screen, as we of course  
now that we're not logged into TYPO3, but our browser opens backend.php  
again from its last session.

Solution:
So I'm for removing this annoying message and directly redirect to login  
screen.

Additional Info:
As soon as the login screen has its new interface (#11370), I'll submit a  
patch, which displays a nice warning message there on top of the input  
fields.
