True and fine with me! :)

In general changing a localization label is not good. But since the
ENABLE_INSTALL_TOOL was introduced with TYPO3 4.1 and this RFC addresses
also that version, it's okay.

There's one "+1 on reading and testing" missing by anyone to turn this
RFC into "ready to commit".
