Ingo,
it was always possible to disable (or better: not to enable) the 
admPanel. the admPanel depends on 2 switches: TSsetup: config.admPanel=1 
and UserTSConfig: admPanel.enable
The latter one is indeed set to "all" automatically for admin users but 
that is not sufficient to show the adminpanel - config.admPanel=1 is 
needed too.
