[TYPO3-core] RFC #11746: speed up function t3lib_BEfunc::isRecordLocked()

Hi Rupi,

I've just noticed that the DIFFs appended to your postings use the
content type "application/pgp-keys" which causes Thunderbird to not
display them inline to me (so I have to save them to read them). For
future patches, could you please change that to "text/x-patch" so the
DIFFs are displayed inline?
