[TYPO3-core] RFC: #11710: Remove local loopback bypass in Install Tool Login

Hi Mario,

please look at your patch again. It will no longer check for the
ENABLE_INSTALL_TOOL file. That is definitely wrong and a no-go for
committing this patch.
