[TYPO3-core] RFC: #5003: prefixRelPath() incorrectly changes links to anchors

Problem:
If a link is made to an anchor on the same page (<a href="#anchor_name"> 
) it was incorrectly modified by prefixRelPath()

Solution:
Don't change url if it starts with '#'
