[TYPO3-core] RFC #11651: Allow Extbase as framework for backend modules

Hi,

This is an SVN patch request.

Type: New feature / Further _possible_ integration of Extbase

Problem:
An Extbase dispatcher for the Backend is ready to be integrated. As this dispatcher relies on a minor update of mod.php (the official TYPO3 backend dispatcher) an RFC is required for the Core part of 
the integration.

I want the modification to be accepted into Core or if not as this, updated in order to meet quality requirements.

How-to test:
Have a look at Forge's bugtracker (reference given above) to have a look how the BackendDispatcher will work and just test that your existing modules are still being open in backend :-)
