[TYPO3-core] RFC: #10017: [felogin] New Method for "forgotPassword"

Hi,

I had to create this (still) new version v8 because the hook call only 
supplied user-password and not any other information making the hook a 
bit useless as the only option in hook was to further process the password.

I included the whole user record (from fe_users). This way the hook 
implementation may do additional stuff like (for me) modifying the user 
record in another database.
