[TYPO3-core] RFC: #6395 External TypoScripts files will always be cached

Forgot to attach the file. So here it is.



And somehow all my mails got rejected, as I used another "from" email
(@think-open.at) - So I resent them using the email registered for
sending to the core list ... so do not wonder why my last few mails were
sent in a timeframe of about 5 minutes. I do NOT type THAT fast ;)
