[TYPO3-core] RFC #10759: RemoveXSS is incompatible with PHP 5.2.9 in TYPO3 4.2

Hi,

as we plan the release of 4_2 soon it should be included to prevent 
fatal error.
The error also appears with php 5.2.8

Here is the patch for 4_2 and for trunk (trunk only need the different 
call in t3lib_div)
