[TYPO3-core] RFC: #10706: Usability: Remove "Save and View" when creating records in sysfolders

Hi,

here is v2 of the patch.

Additions:
* don't read only userTS, use also pageTS (allows different setting for 
specific pages)
* don't hide if
   a) popViewId is set
   b) viewId is different to current uid
