I don't get what mean.

The missing mapping maps language names of locales to character sets, so
that any rendering code can recode the output from eg stfrtime to the
current charset. "nb" and "nn" are the ISO codes for Bokmal and Nynorsk
which are present of Unix machines (beside the general "no").

TYPO3 has currently no BE language code for Canadian French. If it had,
I guess it would be "ca", the locale being fr_CA.
