[TYPO3-core] RFC: #10812 helper function for handling with TYPOScript

Hi,

I'm not sure wether my answer came throgh, because it doesn't show up in 
my mail client.
The function can use TSConfig as well, therefore I think t3lib_div would 
be a perfect place for it.
