[TYPO3-core] RFC #9452: config.basRefPrefix is applied only to a fixed set of directories

Hi!

This is SVN patch request.

Problem: tslib_fe applies config.absRefPrefix only to media/, typo3conf/ext and fileadmin/. If extension links to the external application from another directory, the prefix is not applied.

Solution: the solution would be to add an option for custom directories. It seems that best option is in the Install tool because such external directories are installation-specific (not site-specific).
