OK, I see.

Yes, that is another point: No matter what TYPO3-version a user runs, he 
will always get the same locallang-files if he updates his translations. 
That is why we cannot delete old labels. In old versions they would then be 
missing.

Yes, but then the common-file would no longer include its values, because 
maybe these values have been overwritten. So this is a rather insecure way 
of making the labels available.
