Yes, ODT _can_ use zip as container and for compression but it's not
mandatory. OpenOffice.org2 does so and the MIME type of OO2 .odt files
are application/x-zip
The data itself is normaly xml, but binaries can also be included in the
archive like some other non-xml meta files can be. For example,
OpenOffice.Org2 puts into the zip archive a file called "mimetype",
pointing to the "real" MIME type: application/vnd.oasis.opendocument.text
It is also refered to ODF as .jar compressed archive, which IMHO bases
on zip format.
But the zip container is not mandatory, so classifying only by MIME-type
is not trivial.
