[TYPO3-core] RFC: Bug #6039: TCA group -> file absolute path without uploadfolder (extended)

In my opinion, it would be nice to have two options :
- The file is uploaded in a default upload dir
- The file is not copied (so it is just a reference) and the link is showed
and stored as a relative path.
