[TYPO3-core] RFC: #7595: Docheaders: Module Admin tools > Indexing: No docheader

Hey,

I saw this patch and it was ready to commit. As I did a final look over 
the patch, I found that this is a sysext, and the template for this 
should not go into typo3/templates but in typo3/sysext/indexed_search/mod/.

I also started cleaning up the code according to the CGL. Please have a 
look at the patch again and test it again. If it's ok, we can proceed 
with the commit.
