[TYPO3-core] RFC: #9313: Introduce HTTP_STATUS-Constants

Hi Ingo,

of coarse this would make sense. t3lib_div is seperated in sections and 
each section could be a own class.

The question is how these classes will be loaded, how this splitting is 
compatible a.s.o.

We could do something like:
separation in own classes (eg using folder lib), use t3lib_div as 
container including this classes and call these external functions in 
the function calls like wrappers. Not the nicest way but a clean 
solution to be compatible.
