[TYPO3-core] FYI: #9302: Make functions in tslib_eidtools public static

Hi!

The following patch was committed to trunk.

BT reference: http://bugs.typo3.org/view.php?id=9302

Description: add "public static" for each function in this class. Additionally get rid of "global" keyword.

I'd like to make it for 4.2 too but I am not sure if it is ok. Ingo, what do you think?
