[TYPO3-core] FYI: Fixed bug #9296: htmlArea RTE: remove upload form when element browser is in readOnly mode

Problem:
When additional mounts options are used, the element browser becomes in 
readOnly mode. Therefore, upload forms should not be available. This 
should also be the case for element browsers hooking on the RTE.

Solution:
Check the readOnly state in the default RTE element browsers and remove 
upload form when set. Forward the readOnly state to hooking browsers. 
When default RTE browser is used, make sure that readOnly state is set 
before initialization of hooking objects is invoked.
