[TYPO3-core] RFC #9285: Remove all @ in front of file_exists() calls

Hey Dimitry,

thank you for showing this...
I think I posted last week also that it's not the @ character that  
makes teh function slow,
it is simply the fact (in case of file_exists) that the file was not  
found in the first place.

There are some reports on the internet that contradicts this, but  
these people didn't real world testing like you did.
