[TYPO3-core] RFC: #8787: titles length in list module

Hi list,

I combined the solution for the Bugs #8787 and #9394 in one patch.
I took the comments from Ingo and Steffen from #9394 and modified it a bit.
The code from Steffen with new naming of the TSconfig:
mod.web_list.maxTitleLength
Combined with Bug #8787 to recognize the user setting for "Max. Title
Length".
