[TYPO3-core] RFC #9703: Integrate EXT: ingmar_admpanelwrap

Hey folks!

Maybe it should be tested if the xmenu_layers are working properly with this
version before integrating into core.
Explanation: With the Ext:ingmar_admpanelwrap the xmenu_layers are not
disappearing onmouseover/oncklick if adminpanel is present.

Another thing is: Ingmar had no 'cursor:move;' CSS, would be nice to have
the correct and well known cursor on hover;

Just my 2 cents.
