[TYPO3-core] RFC: #8446: Template Objectbrowser menu

Hi,

I reviewed this patch as part of 31.10.08 Bug Day.

A worthy UI improvement. The patch didn't apply cleanly and I'm 
attaching an updated version against trunk.

+1 after reading and testing.

>  The menu in Object Browser is
> - difficult to access because it's at bottom of page
> - looks ungrouped
> - uses ugly border arround some options
