[TYPO3-core] RFC #9678: Make TYPO3 require PHP 5.2

Hi all,

this is a SVN patch request

Problem:
As the new system extension for OpenID support requires PHP 5.2, the 
whole System should require PHP 5.2, too.

Solution:
change the checks for minimal PHP version requirements to check for 5.2.
Also remove a ToDo task in t3lib_div that depends on PHP 5.2

Notes:
PHP 5.2.0 was released in November 2006 already.
Although TYPO3 4.2 in fact only requires 5.1, it has always been 
communicated as requiring 5.2 already.
