[TYPO3-core] RFC: #9661: extend condition for globalVar

this is a SVN patch request.

Problem:
normally you can only use =,< and > for comparing vars in condition.

Solution:
I extended it to use also <=, >= and !=

I will make a followUp for cleanup:
* use foreach instead of list
* use trimExplode
* CGL
