[TYPO3-core] RFC #8505: String "File/Files" in Fileadmin are hardcoded

I was nor sure where to put the including of the langfile, so i look to 
a older patch from me where this line are outside of the class.
But thanks to point me to this issue. Put it to the constructor is the 
better choice.
