[TYPO3-core] RFC #8505: String "File/Files" in Fileadmin are hardcoded

Hi Stefano,

your patch doesn't work as you used old version of class.file_list.inc.

Also you included the lang file outside from the class which is bad. I 
moved it to the constructor of the class.

attached is an updated version, tested, and +1
