[TYPO3-core] RFC: #9439: New Element Wizard has no option for hiding Elements via pageTS

Hi,

after a very constructive discussion with Ernesto here is a new patch.
(many thanks to Ernesto)

Now following happened in the patch:

* all wizards are defined in pageTS and added to defaultPageTS of cms
* every group of wizards (common, special, forms, plugins) have an 
additional parameter "show" which allows easy to manipulate the rendered 
wizards. This list also represents the order of wizard items. Example:
common.show = regularText,textImage,imagesOnly,bulletList,table

* you may add your own wizards to pageTS. This can be standard CE with 
predefined values, so it's a good way to use "prefilled" CEs
* you can define your own group with own label. This can be useful later 
for TV when TV adds FCEs to the wizards

for plugins there is an additional syntax. As you don't know which 
plugins are available you can use the syntax
plugins.show = *
That allows all plugins.
To restrict plugins you may use
plugins.show = tx_ttnews, tx_myext_pi1, ...
