[TYPO3-core] RFC: #9591: Integrate sys_actions into toolbar

Hi,

as i had same problem with linefeeds i attached the latest patch with 
correct linefeeds.

I also attached a patched version of sys_action in HCI thread so 
everyone is able to test it. All enhancements should go in seperate 
patch and i suggest to vote for this patch *as it is* as first step.
