[TYPO3-core] FYI: minor clean-up of t3lib_extmgm and t3lib_svbase

Hi!

I've commited this no-brainer to trunk:

* Remove unused reference to T3_VAR
* don't use "global"
* make t3lib_svbase an abstract calls (which it is by definition)
