[TYPO3-core] FYI: Fixed bug #9516: htmlARea RTE: Move link tags to head

FYI: The attached SVN patch was committed.

Problem:
The RTE inserts link tags inside the body of the page on which it is 
loaded which is not allowed.

Google Chrome takes issue with this. If the content style sheet includes 
import rules, they are ignored when accessing the style sheets through 
DOM. Then, blockstyle and textstyle dropdown lists are incompletely 
populated.

Solution:
Move the links tags to head.
