[TYPO3-core] RFC: #9501: Titles of content columns in classic page module doesn't take into account backend charset

Hi,

this is a SVN patch request.

Branches: trunk, 4.2, 4.1

Problem:
Titles of content columns in classic page module doesn't take into 
account backend charset It results in broken russian captions and 
supposed to be broken in other languages too (except the case when 
server's locale same as backend lang)

Solution:
use conv_case instead of strtoupper
